During the month of November 2025, the application period is open to register for the REDEME (Monthly VAT Refund Register), effective from January 1, 2026.

🔍 What is the REDEME?
The REDEME is a voluntary census registry managed by the Tax Agency (AEAT) that allows VAT taxpayers to request a monthly refund of the VAT paid, instead of waiting for the end of the fiscal year.
This modality is particularly useful for companies that frequently have positive balances or that make significant investments.
🏢 Who can apply for it?
They can register:
- Companies that are already engaging in economic activity.
- Companies that have not yet started operations but have made preparatory investments, provided that there are objective elements to support this.
- The regular deadline is from November 1 to November 30, 2025. There is also an extraordinary deadline for those who do not apply on time or have not yet started their activity.
🚀 Advantages of REDEME
- Monthly refund of VAT paid.
- Improvement of business liquidity.
- Mandatory for companies under the special group regime (REGE).
- You don't need to apply VERIFACTU, "for now".
- If you issue third-party invoices, the SII may be better initially until Verifactu is more mature.
📌 Obligations and requirements
To be eligible for the REDEME, one must comply with:
- Minimum stay of one year, or two years if requested late or without activity.
- Monthly submission of the corresponding declarations.
- Keep the VAT registration books through the SII (Immediate Supply of Information).
- To be up to date with tax obligations.
- Not taxed under the simplified regime.

✔ Main reasons why you would NOT be required to use VeriFactu
- Being registered in REDEME (already implies SII).

Using the SII is mandatory for:
- Large companies
- REGE (VAT groups)
- Companies in REDEME
- Manual (non-computerized) billing.
- Companies with registered offices in the Basque Country and Navarre, where TicketBAI / Batuz applies instead of VeriFactu.

VERIFACTU vs SII
Differences between SII and VeriFactu
Although both systems relate to billing information, their nature and objectives are different:
1. Objective
SII
- Its purpose is to provide information.
- The VAT Register Books are sent to the AEAT within 4 days.
- It mainly affects large companies, REGE and REDEME.
VeriFactu
- Its objective is to guarantee the integrity and immutability of the invoices.
- Control the billing software and its traceability.
- It is intended for any company or self-employed individual, except those who are exempt.
2. Operation
SII
- Electronic submission of VAT records.
- It does not affect how invoices are generated, only the report.
VeriFactu

It operates within the billing software, controlling:
- Blockchain (hash)
- Timestamping
- Inviolable record
- QR Code
- You can send the data to AEAT automatically if VeriFactu mode is activated.
3. Scope of application
SII
- Mandatory only for certain groups.
- In the short term, it will not be extended to all companies.
VeriFactu
- Designed to be applied generally to most companies and self-employed individuals, except for exemptions such as SII or TicketBAI.
4. Compatibility
Both systems can coexist, but:
- If you are in SII, you do not need to adapt your software to the VeriFactu standard.
- If you are not in SII, you will have to adapt, except in certain cases.

For many businesses, especially those with significant volume or heavy investment, registration in REDEME (and therefore the use of the SII) can mean:
